Exacta betting

I have been win betting alone but a frustrating number of my plays come in second and I see some nice exacta payouts. Most of these horses are in the 3-1/10-1 range. I guess I'm looking for any suggestions on how to put these exacta tickets together. Here are my questions.

Should I use my horse in both spots or just as a saver?
How many horses should I use with the key horse?
Should the exacta bet amounts be made with consideration to my win bet amount or are they just completely different long term results?
