Bends

Never occurred to me until the meet was over, but did the NYRA ban bends, or did the track announcer not communicate which horses in an upcoming race were wearing bends?

I recall a Belmont stakes a number of years ago where the three horses who finished in the money, all NY horses, were wearing bends.
