Crazy restricted condition at Horseshoe Indy

In all my decades of following horse racing, I have NEVER seen this restricted condition from Race 2 Tuesday at Horseshoe Indy. 3&Up $5K claimers which have not won a race in 2022-23 south of the Mason-Dixon Line. So you've got winners from Ohio, Illinois and even Indy who remain eligible. My guess is it's intended to block Kentucky and Florida shippers.

I'm thinking this race was made for Restoring Hope.

Nyoman, Z U Soon and Yak all have THREE wins since 2022, yet still remain eligible.

It would have made more sense to make the race a starter allowance restricted to horses that made at least one start for $5,000 at Indy the past 2 years without winning a race.

also like the 10c Pentafecta they offer (most tracks are $1 minimum


race 5 today no pentafecta but is a good gambling race


race 8 today pentafecta in play, some hard-hitters but the has nice darkened form and you hope for some anchoring bias to the 12/1 ml

Fun fact, Penn National carded races with this condition in 1863 to prevent Robert E. Lee from shipping horses up into Pennsylvania.

James Quinn's The Handicappers Condition Book had a bunch of stuff on that issue.
