That jockey has been suspended for twice not trying in races, was suspected of dumping a favorite in November, was accused of having a buzzer in a pair of gloves. Is on video admitting he fixed a race in Venezuela. In Britain Danny Brock got a 15 year suspension for this.
He covers up his felon race riding by riding horses in such a style.

Imagine the dedication, discipline and tempered ego of this guy Castillo? He constantly embarrasses himself in his craft and reputation all so he can go under the radar for occasional fixed races.
Even his team is never greedy enough to make a large dent in the pools to draw suspicion.
It's a good example of discrimination. These guys could have been elite criminals if given a fair chance.

I'm on your side on this, even though I call bullshit on the 'sleeper agent' theory.
He's a unique situation, but Parx and Horse Racing are plenty at fault here.
Any time a horse is not persevered with, a jockey absolutely has to be brought in front of the stewards. Given the limitations of stewards, ideally there would be some well paid Central Office situation of competent race watching officials. There should also then be transparency & publicly accessible 'minutes'. Fines and suspensions.
Our US Racing doesn't do this, and it's wrong that they don't.
Every day has several rides that need scrutiny.
We allow uncoupled entries to ride 'in tandem', we allow herding, running style changes, contact after the break, turning down leads at the break with early types, failure to put a short priced closer into the race, failure to persevere for placings, standing up before the line, etc..., etc...
It is another thing on a list of quality deficiencies that could be better for customers.
In Castillo's specific case, a quality product would make it clear to Castillo that even if he knows he's beaten, that he has to demonstrate more of an effort. He absolutely should have to change/re-learn that part or be continually fined and suspended into unemployment.
This is a gambling game, and the way he rides clearly hurts public perception.

This is so well said. He may not have been fixing the race and that just may be the way he rides, but there needs to be a consistent process for scrutinizing these rides. When the public feels suspicious, they are just going to bet another track or spend their gambling money elsewhere.
The paid industry folk who turn their noses at the bettors don't get this.
