It's obvious that the video clip was snipped, to connect two separate issues of the discussion. I think that Biden is a basket case...but even a basket case wouldn't suggest that a cocaine user with a tiny amount of the drug in his possesion should have all his belongings confiscated by the government.

I think it is very clear that Joe is proud of the law he helped pass that says anyone caught with a quarter sized piece of crack is going to jail for 5 years with no chance of probation.
It's possible that the losing possessions part pertains to dealers, it should be easy to look up.

In some jurisdictions they have forfeiture laws where a buyer of drugs can lose their car if it was used in the act of buying drugs, even if just an amount for personal use and they weren't dealing. Even if the buyer wasn't the owner of the car being used it gets taken.
