In the 50 years since, he's kept the free healthcare but dropped the $1M/yr cap and the legalized hitchhiking

I suspect that Bloomberg figured Uncle Joe wasn't up to the task which is why he threw his hat in the ring at such a relatively late date..You don't get to a 56 billion dollar fortune (and not a SINGLE bankruptcy ) by not being able to anticipate trends.
