How is it that you, apparently, only see "his administration" as being "totally inept at stopping illegals..."? Like Mueller not taking a look at the role the Hillary campaign played with the Russians (the "THIS includes" in his statement), now you are ignoring the Demos' hand in playing interference/obstruction against any positive cooperation with the "administration" to help with a real crisis at the border. Why is that?

What has Mueller got to do with illegal immigration?
The illegal issue was YUGE in his run for president, and likely what put him over the top against Hillary. Like most of his promises, he had and has no real plan so he blames it all on others, and the American public pays the price. Tariffs are certainly not going to put an end to the problem.
That the Dems were not going to help him with this was a given from the start. With a Trump White House, a GOP Congress, and a conservative leaning SCOTUS, he made little or no progress. So now he blames Mexico.

Did I say that Mueller had something to do with illegal immigration? The key word was "like," as in analogy, which doesn't have to be a same-subject issue. Hard to believe that you wouldn't catch on.
As to your impression of the unfortunate character of most Demos in Congress, I was, once-upon-a-time, a little more optimistic about their willingness to work for the good of the people...clearly shown to be wrong.
So, you're worried about some tariffs in an attempt to goad the Mexican government into action. Are not the American people already paying an astronomical cost for illegal immigration? Which burden would you rather bear...a, likely, temporary increase for your cost of avocados, etc. or a, likely, long-term, escalating cost for education, medical care and social welfare for unwelcomed illegals...that cost to the tune of $116 billion per year?

Isn't everything combined a major problem? So, what is the answer...do nothing about any of it? What have the Demos done about visa overstays for the last ten years? Nothing! Nothing, because they don't care; they don't care to start the ball rolling from any direction. What they DO care about is just letting more in. Bottom political line...votes matter more, and who cares if it's the American people, in general, who pay for those anticipated DEMO votes!
