There are a lot more factors in play than whether a state has a mask mandate. Just because a mandate is not in place does not mean no one is wearing a mask. No mandate states tend to be sparsely populated or warm weather states where people spend a lot of time outdoors. Mask mandate states are more likely to have heavy concentrations of population and a cold climate.

The question is not how cases compare between states with a mandate and those without. The question is how much worse would the mandate states have been without the mandate.

Typical liberal backwards thinking! That question can never be answered because there is no way to know! The only way to know the effectiveness of masks is to compare actual data of mandate states or countries against non-mandate states or countries. Since the differences in covid cases or deaths between such areas are negligible at best, it's very safe to surmise that mask mandates weren't effective at all! And how could they be since covid is an AIRBORNE virus that is many, many times smaller than the vast majority of masks weave. As it's often been said, trying to keep covid out of these stupid face diapers is like erecting a chain link fence around property to keep out mosquitos.

And you liberals are always talking out of both sides of your mouth! Do you remember Georgia and what all the doomsayers were predicting when the governor lifted the mandates? Or even Florida? It was supposed to be a covid apocalypse for these states and others when they lifted the mandate, remember?
