If what's being alluded to is the 7th race dead heat - the photo apparently was shown after the head-on replay. That's where I found it on RTN, with about 16 minutes to post showing until Race 8.
If it's something else, never mind.

Not a very good image, but it would take some tall talking to convince me the 4 is at the wire.
