I'm not sure that smartness is the issue here.
The Repugs on the Senate Committees already decided
there was nothing to find before the investigations even began.
It was the same with the House Committees when the Repugs ran them.
Does the name "Devin Nunes" ring a bell?

Your right Mueller must release something, maybe just one paragraph including "I found no evidence of collusion in the Trump camp" along with some flimsy accusation of what could have been
