The FBI had jurisdiction to investigate the Anita Hill case because the parties involved were federal employees and the issues included possible violation of federal rules and regulations.
Drunken teens frolicking at a private party in a private home generally do not violated federal rules and regulations.

Wrong read what posted. The FBI reopened the investigation because George H W bsh asked them to. The FBI does background investigations on anyone whether federal or not being considered for a major office.

An obvious example, although it is also obvious they had no access to everything.
Trump was not a federal employee when the FBI did a background investigation on him.
