Tom's Ultimate Odds Line - The Software
Here is Tom's Ultimate Odds Line in software. I checked with Tom and PaceAdvantage Mike to get this cleared so here you go.

This zip file contains UOL2.3.exe, Tom's PDF of the concept, "Ultimate Odds Line", an instructional PDF for the software itself, "Ultimate Odds Line 2.3 Instructions" and a data file used in the instructions.
The software is based on his original concept as detailed in the attached "Ultimate Odds Line" and before he tweaked the ratings as per message #10.
If you have any questions and/or if you find a bug or three, please let me know here.

cause Tom didn't create the actual program
The program is based off of Tom's idea. If you read the original post, NormanTD said he got Tom's blessing to post it...

I don't prgram.
I got the idea from Dave Schwartz stuff and posted UOL at his site and here. Steve picked the ball and came up with software.
Players, sharing, improving, building. The way it should be.
Hats off to Steve for a fine job of prgraming an easy to use version.

Well, I just thought this would be good way of contributing to the community here. I just always seem to be "message-board-lurker" mode not here but just about everywhere else.
I've been a member here since 2001 and have like 120 posts. What is that, like 5 posts a year?

You do good work, Steve. I have been debating how to implement a scratch screen for HHX and I like your approach with UOL. I might still do it by individual race but your method gives me some food for thought. We use the same language and it's nice to see a display without having to write the code.

It looks to be a Listview control that contains all horses so that scratches can be done in one fell swoop. Ignore the orange-y part; that's my wallpaper.
