They don't.
Nobody really thinks the recount is going to change the outcome... the margin is too large. The machine recount is going to happen and then likely another hand recount afterward. This is existing Florida law... Makes for good Trump fear-mongering though.
They will however win the majority of still uncalled races in the house. +39-40 final tally seems about right.
