Yes, that's what should be done. However, it would be even better to select three of the top judges in the country, from three different racing circuits, none from the host track or circuit. And, they must not be paid. Pay their cab fare. You can't have judges that are worried about losing their jobs, which I feel may have come into play this year. You can easily get qualified volunteers.

Certain things are baked into our legal system and are never changing. State regulation of gaming is one of them.

Stick to changing things that are changeable (especially since a single stewards call isn't the end of the world anyway).

Is there such a thing as a "top judge"?

I do agree with the premise, no need to have guys worried that Baffert is going to make a few phone calls and get them replaced.

The whole field needs a dramatic overhaul.

Another one: tote boards that show the real odds, rather than an approximation based on fractions. So 290, instead of 250 (5/2).

Once you start writing it down, you may end of with hundreds of points. Then you can prioritize. The main point to implement change will, of course, have to be financial. People need to understand there is more money to be gained by change than by holding on to the old and outdated.

(as far as legislation; nothing is bought more easily in the US).
