This could have stopped a murder if it was adopted in DC. The carjacker could have just removed the license plates, so cops could not identify the stolen vehicle. That is a great idea, stop catching criminals by knowing their license plates. This could also prevent car thefts by people on the run that keep ditching vehicles, brilliant!
