Depends on which sources are turned on.
I received a notification from Reuters at 11:30 PT followed by CNN 15min later. I first learned of the attack from the BBC at 11pm.

Now this has turned into a debate about why folks didn't get notice of this attack on their phone??
Mueller updates on your phone??? Is it THAT important to you that you MUST be notified as soon as something happens?
Isn't there enough going on in your own lives?
