Did he actually say that or did he say WE instead of HE. If he used the H-word, it is on him. If he used the W-word, it is on Congress.

He had his own plan posted on his campaign web site, which was linked in the story below, which has since been taken down. He also said that he would work with Congress on his proposals to have a plan ready to go. I am not aware of any evidence that this happened.
From March of 2016:

Only the liberals who mindlessly defend the previous administration think the Trump presidency is an abomination. The "semantics" as you call them are quite clear. His comments reflected his belief that the GOP congress which correctly fought against Obamacare with every fiber of their being -- when they had NO CHANCE of overturning it, would eliminate the plague when they had the power.
It is the GOP Senate that has failed us thus far.
