Such a wide-sweeping and costly measure is , to my knowledge, unprecedented. I have worked 30 years as an official, my boss 40, and neither of us can recall a single coworker being tested.

Who knows what is in their contract but many, many (most?) businesses have drug testing clauses. It would seem racing officials should be drug tested to me, but it is horse racing so they probably aren't.
