It really does. "Posting the photo", which racing has done for over 80 years (it used to be they physically posted hard copies of the photo throughout the grandstand) is a crucial transparency issue. We've all seen races where we thought watching live or on TV that the
horse won and they put up the
. And if something went wrong with the photo, the explanation should be full and meticulous, not cursory. This is a BFD.
