Belmont's grandstand is dated & too large for most racing days,it could be razed,with a new smaller version placed there,with the hotel/casino expanding into the left over space.

I don't have any connections in NYRA, but I would imagine that as long as there is a Belmont Stakes, NYRA would want a large grandstand there. They make a ton of money one day a year and can close large portions of it off the rest of the time no problem.
