Twice deported
I understand it isn't easy to keep tabs on all people in and out of the borders everyday (fake I.D., storytelling, ineffective border agents, etc.).
But how exactly does a foreigner who has been deported TWICE ever get back into the country? Not only successfully getting back in, but then able to live his daily life undetected for years on end, drive a car, and continue to harm other innocent people?
Inexplicable.
