The Soviets at the time were actually surprised at how belligerent the United States was about the stationing of missiles in Cuba. We had placed them in Turkey so they honestly thought it was simply a force match which would be reasonable action to maintain parity and deterrence. The United States' reaction was completely over the top and after repeated overtures by the USSR the conflict was finally able to de-escalate thanks to Khrushchev.

Then we have actual facts from the Administration.

1) Our main policy objective here is to avoid conflict. (Tillerson qoutes)

2) We are in no position to actually fight this war. (Mattis quotes) Currently we only have one operational Carrier Battle Group in all of the Pacific (USS Ronald Reagan). We used 5 during the Iraq war. The Vinson is working up her new Air Wings in San Diego. Roosevelt is conducting training off of California and Stennis just completed sea trials after her latest rehab and is sitting in port in Washington.

So no... needlessly scaring the public. Accomplishing nothing but feeding his ego. And uselessly escalating a situation is not something I would consider giving him credit for.
