Waiver claiming/optional claiming

Was hoping for some understanding in this rule. If the condition of the race states you have to run for a certain claim price to be eligible but you claim the waiver in that race have you ran for that claim price? Is that a qualifying race to fit the condition? On a second part how do you treat a horse in your handicapping that fits the condition of an optional claiming race but still chooses the claiming tag anyway? Positive? Negative? Thanks in advance for any insight.
