To answer your second question first, Vegas used to book their own bets, all profits or losses into or out of house funds. For their own protection they would limit payouts. I remember when they would limit win payouts to 15/1. In short, they were not co-mingled with the paramutual pool.

As far as your first question, in theory both bets should hit at the same time. In real life it usually doesn't look to be the case.
