I heard (but did not see) that the padlock should not have been on a switch to a frequently used siding AND it was not a CSX padlock (so many figure was placed there by someone who knew what they were doing and what the result would be - especially at the time in early morning )
OK, guess I missed the part about it not being a CSX padlock...that's really sketchy.
