I'm not buying that one.
IMO he has more to lose politically for allowing it to happen than he has to gain by getting Russians pissed off at Ukraine/NATO/US.
I think it's either a legit terrorist action for something Russia is doing in the Middle East or to its Muslim citizens in or on the boarder of Russia or it was a Ukrainian operation backed by the US CIA (that will of course be denied).
Either way it's horrible to specifically target citizens who may not even support the foreign policy of their government.
