I think the premise for the reason for failure to pass a new bill is all wrong.
IMO all the signs point to a Republican Ruling Class WHO REALLY DON"T WANT TO GET RID OF OBAMACARE. The people elected them on the promises that they would actively seek repeal and replace with something "better", and now that they have essentially enough majorities to make it happen, something else is preventing them from doing do. To me the logical reason would be that their #1 priority is not the Will of the people, but the interests of their "donor" class, that is, those who give them lots of money to keep them in their positions of power and influence. Voters can and will remember during the next election cycle, so they will continue to do the delicate balancing act of "appearing" to work for the people while protecting the interests of their donors.
Add to this that they completely resent this political outsider Trump, and want him gone as soon as possible, so they will not be on board with much of the legislation that is going to make Trump look good to his supporters. Time to vote out these enemies of the people in future elections.
