What most is referring to is that after blowing the budget his first couple years, he did lower his yearly deficit in his later years.
In dim logic, even though he basically doubled the national DEBT, he did a good job by cutting down the yearly deficit. See the chart and how it is getting cut for later years? That is a great 0bama accomplishment.
