This is a new one on me.
Are there any actual rules?

I don't know the rule.
Did not bet r3 yesterday.
May have been NYRA, may have been another track, but over the summer there was a similar incident where I needed a horse that had the same DQ.
Was upset that day. Personally(especially when I needed in multis!
), feel there's an argument that should be immediately declared a 'non-starter'. Happened 'before the race began'. Have not attempted to find/interpret/and further debate the rules and interpretations.
From what I remember, the ruling and then those that agreed with the ruling emphasized the
"caused her own trouble" angle.
