Did anyone ever figure out how many PA residents live within 35 miles of a racetrack? It has got to be a large percentage of the total population of the state. IMO this is a horribly crafted rule, even more so today than when it went into effect - live attendance at PA tracks, except for a few big days per year, is moribund. So obviously this measure failed if its stated purpose was to get more people in the door at the racetracks. And my understanding of the rule is that it's 35 miles as the crow flies, which could easily equate to a 40-50 mile road trip to the track.
