I've built one for
AmWager about 10 years ago that did everything except fire the bets, but somehow it broke. (I only wanted it to upload and not fire.)
I've been quite happy to write a csv, upload it (manually) way early, and pull the trigger when the horses enter the gate.
They have a "standard" structure that is relatively easy to understand.
