It can only start at the individual level in the home. Parents have to take the responsibility to raise and educate their children properly, which will never happen on a broad enough scale today to even be noticed.
And that has to be carried over into the school, with concentration on disciple and real education in subjects like math and English and science. Also not going to happen. How many school shootings take place at private schools?
And certainly nothing will change as long as there are guns to be blamed for the problems.
