I don't understand your answer to B. Do you mean Pimps rather than Johns?
I would think E. is true. Gov wants it legal for the tax revenue and more control over how it is administered. Legalizing it creates another layer of bureaucracy which means a larger department and more power for the head of the department which means a larger budget and higher pay.
