The big publishers caved in on a massive copyright/ownership claim to racing data a few decades ago, was in California if I remember right. Too bad the small publisher at that time sold out (for big money, solid case). Always waiting for the next company to get funded and challenge the non-competitive monopoly on race results coming from state licensed and operated horse racing facilities, they are public record (minus the derived speed figures and custom factors, etc, which are in fact possible works produced by the company. The timings, conditions, and the rest all public record)
