Some of them win--at huge prices. Being back to the races quickly can be a sign a trainer has a horse ready to win--and wants to get him out on the track as soon as possible.

I came up with a way to screen these horses--at least for competent connections: By requiring either TRAINER OR JOCKEY win at least 20%--one or the other. That HAS to cut down on the dreamers--and leave more serious contenders.
At least it sounds good. I didn't require any odds at all--just the horse must be back in 9 days or less--and Trainer or Jockey win 20+%.
