In the long run, wouldn't that incentivize major breeding farms to produce thoroughbreds that aren't bleeders?

Given the publicity surrounding the spike in fatal breakdowns at Santa Anita and elsewhere, wouldn't that incentivize major breeding farms to once again produce thoroughbreds that that are... ahem... durable? Capable of averaging ten starts per year instead of six? (
