It's not clear where the numbers came from, whether from him or others in the campaign and he was just the spokesman.
The point of this is that it appears that no one else in the campaign knew better, and Trump and his people apparently accepted these numbers. And even with that level of inflation, they still thought that the tariffs were a good idea.
