I don't disagree at all. There are a lot of horseplayers who would go to Mystic if they set up a racebook there, especially since you can smoke there. It would be great for horse racing if/when that happens.
It hasn't happened yet because 1) there are concerns it may be unconstitutional, and 2) the tribes themselves (including the SMSC) are not sure it would be as profitable as other uses of the same space.
