Yes, it takes quite a while from the introduction of the bill to the governors sign. I image all interested parties will be there at the table negotiating a good deal for all.
Until than Monmouth is on its own, making their own regulations and paying NOTHING to the state. all of the profit going to will hill, Monmouth and the horsemen.
