Take a look at any race chart.
Individual finishing times of all losers are based on the old equivalent of 1 length = 1 fifth of a second. A horse finishing 9 lengths back is 'assigned' the winner's time plus 1.4 seconds.
If people are using different measurement for lengths then the only time you can trust is the winners.
My program uses beaten lengths and brush speeds and these 2 factors are very sensitive to final predicts.
