The FBI does a few types of investigations. When a nominee for various offices is investigated, it is called a background investigation. It is not a criminal investigation. It has been done 100's of times. The most relevant is what happened at the Clarence Thomas hearings.
The regular background investigation had been done, and Anita Hill allegations of which she was reluctant to come forward was leaked to NPR's Nina
Totenberg who contacted Joe Biden the Judiciary committee chairman,with Hill's permission, and he and the ranking member contacted George H.W Bush's and he ordered WH house council, to tell the FBI to reopen the background investigation to include Hill's new allegations.
