The Broncos complied with the letter of the law. Manning was listed on the injury report every week, and I believe was listed as a probable starter, which is all the league requires.
No team is going to give out more info than required. Among other problems, it can tip off opponents who can then focus on the injury. If there is an issue, it is with the rule, not with the Broncos.
