You'll have to define "affordable" as there is a virtual monopoly on data in this industry. I doubt you'll do any better than TF at that price if they are providing an actual data feed via an API.
You're "cheapest" option is going to be dealing with individual race card and chart downloads through BRIS, TrackMaster, or maybe HDW but you'll have to process individual files ($80-200/mo.)
