I think all countries should have whipping rules for all breeds of racing (thoroughbreds harness and quarterhorse) that everyone follows and have harsh penalties on drivers/riders who do such things not just each track/country coming up with their own rules and letting things play out
That way for this example if that were such a thing as what I said above then the driver would have had a fine or suspension whatever seems fit in the ruling if it were produced
Just a quick thought I know that might not be the best way to go but it is a starting point on our beautiful sport!
