It doesn't need to be a deterrent, those people don't need to be allowed to take resources that others could use. They are still a danger to others even when locked up.
We also need to find a way to stream line the criminal trial system. The Christmas parade murderer's trial was a big waste of taxpayer dollars that could have went to a better cause. Their is no death penalty in Wisconsin so that wasn't the issue and he was obviously guilty. Darrel Brooks was out on a measly $1,000 bail for hitting his girlfriend with his car, another mass murderer that should have been in jail instead of killing people.
If anyone needed the Thaskalos recommended punishment it was him. He represented himself and kept demanding respect from the judge, he had that gang banger attitude.
