It is very difficult to sue the Federal Government. Unlike suits against companies or private individuals, the Federal Government has the power to decide whether it will allow a suit against itself (sovereign immunity). I think one of the purposes of this legal action is to force Mueller to disclose his evidence or lack of evidence against Corsi.
