I'm sure Harwood doesn't think he is being snarky. I'm sure he speaks what he considers to be the gospel truth according to the Holy Church of Universal Liberal Knowledge.
The inability of a "good guy with a gun" to prevent this mass shooting is all the evidence needed that the only possible solution is to abolish civilian access to guns.
