The BC can't be compared to TC events. It's a day for horseplayers. We haven't stopped playing. I'm not sure what the on-track numbers are normally for the BC, and keep in mind a lot of it is the BCBC which still went on this year ( it would be very interesting to see that number year to year ), but I would guess it's around 10% without the BCBC.
We were talking about it earlier today and I guessed around this number but would not have been surprised if it was closer to last year's number. Not saying it was bad but it seems like a reasonable result.

According to an article posted on horseracingnation.com, here are the 2019 numbers.
Friday 11/1/19....Attendance 41,243, on track handle...$1,123,620....Now, I will have to admit, that number looks low. Atypical of SA's normal $150 per capita on track handle.
Saturday 11/2/19 Attendance 67,811 On track Handle $6,340,351.
So let's say the numbers are correct. It would appear the loss of on track handle would not be enough to reduce overall handle by 11%( reported by horseracingnation.com)
