California's population is estimated in 2018 to be 39.5 million, UP 2.3 million from 2010.(37.2 million)Congress seats are based on population and the census held every 10 years.Recent net migration may be a negative for the Golden State but people who live there are having children, not to mention that California is a relatively young state so the birth/death ratio is not as big a factor as it is older Northern states.
So exactly how are they going to LOSE representatives?
