Maybe Stalin was sharing his wonderful wisdom for the sake of like-minded comrades around the world so that they would understand how to create the illusion of democracy to the people. But regardless if he said it or not, since you think you're so smart and all non-progressives are so stupid, my point remains that this kind of thinking is all the incentive needed for dimwits to cheat on elections, since obviously "stupid" folks cannot be trusted to do the intelligent and right thing at the ballot box.
